Seven leaderboards over the 78,010 plugins the directory still serves. Each one states the threshold it was built with, because a leaderboard without a threshold is a list of accidents.

Every plugin name links to its own page on wordpress.org. Nothing on this page is an opinion about a plugin - it is the figure the directory publishes, sorted.

Most installed
Active installs, as the directory reports them. The figure is rounded hard at the top end - every plugin above ten million shares the same published number, so the order inside a band is settled by review count.
Most reviewed
Total ratings left on the directory. A better proxy for how many people actually engaged with a plugin than the install count, which is measured rather than volunteered.
Highest rated
Average rating, among plugins with at least 500 ratings. Without a floor this board is a list of plugins with one five-star review, which is why the threshold is on it.
Threshold: 500 ratings or more.
Newcomers
Plugins added to the directory in the last two years, ordered by how many sites already run them. This is the board where a genuinely new idea shows up first.

Most releases
Versions published over a plugin's whole life. It measures persistence rather than quality - but nothing else in the directory tells you quite so plainly that somebody is still there.
Biggest teams
Credited contributors on the plugin page. Most of the directory is one person; the top of this board is where a company sits behind the plugin.

Best answered support
Share of the last two months of support threads marked resolved, among plugins with at least 20 of them. A small board by design: most plugins never see twenty threads in a window.
Threshold: 20 support threads or more in the directory's reporting window.
A leaderboard is one row of a bigger picture
The top twenty-five plugins are a rounding error against the directory. The statistics page is the rest of it.
